Goals / aims To promote, reinforce and develop a policy of cooperation with countries in this region, both individually and as a region to alleviate poverty and promote peace and stability.
Main form of support Bilateral, regional and multilateral projects
Support type - A soft loan scheme, the Development Aid Fund (FAD), which is located in the Ministry of Economy and Finance, and managed by the State Secretariat for Trade, Tourism, and Small and Medium Enterprises (SSTT).
- A grant scheme located in the Ministry of Foreign Affairs and overseen by the State Secretariat for International Co-operation and for Latin America (SECIPI), created in 1985. Currently more than 50% of the SECIPI budget is disbursed by an agency established in 1988, the Spanish Agency for International Co-operation (AECI).
- Multilateral contributions, three-quarters of which go to the EU through the Ministry of Economy and Finance, but are managed jointly with the Ministry of Foreign Affairs. A further 20% of multilateral aid goes to "non-financial" international development agencies, mainly the UN, managed by the Ministry of Foreign Affairs. The remainder goes to international financial institutions, including IDA, and is managed by the Ministry of Economy and Finance.
- Decentralised aid, i.e. the aid programme funded and administered by autonomous regions and municipalities
Countries of operation In Africa - principally North Africa, due to its proximity.

General conditions Spain's development co-operation is substantially decentralised with autonomous regions, municipalities, and other local entities being directly involved in overseas assistance. This provides quick-response capacity to natural disasters, particularly in Spanish-speaking countries, with widespread mobilisation of public support and personal contributions Substantial funding through the EU - UNDP and WFP
