General conditions With few exceptions, the Foundation funds programmes in countries where it has offices and local professional staff to monitor implementation. These programmes are expected to: - Respond to the felt needs of local populations, and to the needs of women and children that are often unexpressed;
- Be innovative in nature, limited in time, and have potential for financial and organisational sustainability;
- Mobilise indigenous resources, including voluntary efforts;
- Be action-oriented and likely to provide early and replicable results in diverse cultural settings;
- Include a significant capacity-building component;
- Have an adequate and dependable management structure or plans for developing one; and
- Include monitoring and evaluation mechanisms.
