Origin of funds Austrian Government
Goals / aims Focus on underprivileged groups in the least developed countries of Africa, Asia and Latin America. Priorities enshrined in the new Development Cooperation Act, March 2002 with a list of specific goals. Poverty reduction through: - selecting the poorest countries as priority and countries of co-operation
- selecting particularly needy regions, provinces and districts and supporting decentralisation
- orienting sectoral policy approaches and priorities towards activities from which the poor benefit directly
- selecting especially disadvantaged target groups
- Developing coherent and consistent national and international development co-operation, trade, defence and foreign policies.
- All projects and programmes are subject to an environmental impact assessment.
Main form of support Grant or Subsidy. Funding is a result of requests from host countries
Typical budget size Countries of operation qualify for a support rate of up to 75%, and all non-European developing countries are co-financed at a maximum rate of 35%. Around 70% of the bilateral programme and project aid were used in Central America, West African Sahel, East Africa, Southern Africa, Himalaya-Hindu Kush. Fund size around 5-6million Euro per annum.

Main target groups NGOs, Foundations, Education, Private utility, Research, Consultants, Industry, Government General conditions - Integration of gender expertise in planning &implementation
- Open dialogue with all affected parties - especially women at every level of the decision-making.
- Strategy implemented by the government and civil society of the recipient country .
- Incorporation of knowledge, experience and skills of the target population
- Trend towards untied assistance and financial involvement in sectoral development programmes rather than funding for individual projects.
Example projects Mozambique: Cooperation countries: Namibia, Zimbabwe, South Africa Currently limited to co-operation with NGOs; micro and small enterprises, solar energy. In South Africa: projects in democratic development,; e.g. local counselling centres against domestic violence and programmes on land law and general legal counselling. Ethiopia: food security, health care, energy supply and improvement of the situation of women. In addition funding is provided for projects of international organisations (e.g. UNIDO) and for support of education.
Uganda: Expansion of water supply and sanitation systems. Rural areas: decentralisation and reform of public administration, support of human rights organisations, combating corruption and promotion of micro and small enterprises.
