Origin of funds Government of Ireland, Department of Foreign Affairs - renamed from 'Development Aid, Ireland'
Goals / aims Overarching goal is a reduction in poverty, inequality and exclusion. Programme has a strong geographic focus and development assistance is completely untied.
Main form of support Grant or Subsidy. Through Irish Embassy supporting Country Strategy Papers; Humanitarian aid; Civil Society section is primary interface between DCI and the Development NGO community. Direct funding is given to programmes and projects which meet basic needs in seven priority countries. In addition to these priority countries, bilateral aid is provided for specific projects in a number of other countries: Zimbabwe; South Africa. The NGO Co-Financing Scheme is designed to provide once off co-funding for projects proposed by Irish based or Irish linked Non-Governmental Organisations.

Countries of operation Strong geographic focus on Sub-Saharan Africa. Under the bilateral part of its programme, DCI operates intensive and wide-ranging country programmes in six countries in Africa, namely Lesotho, Mozambique, Tanzania, Ethiopia, Zambia and Uganda. These are termed "Programme Countries".

General conditions It supports and monitors the implementation of the Multi Annual Partnership Scheme (MAPS), the HIV/AIDS Partnership Scheme (HAPS) the NGO Co-financing scheme and the In-country Micro-projects scheme. Agreements concluded between DCI and the five participating NGOs,(Concern, Trocaire, Goal, Christian Aid and Self Help Development) the Irish Government will provide ?117 million over three years (2003-2005) to support the long-term development programmes aimed at reducing poverty, improving availability of and access to education, health, water, sanitation, food and shelter, and, importantly, strengthening the capacity of people in the developing world to pursue their human, economic and social rights and to live in peace with justice and dignity.The Civil Society section administers a Human Rights and Democratisation Scheme which assist human rights, democratisation and governance activities outside the DCI Programme Countries.
