Goals / aims

Japan's provision of economic cooperation is based on the concepts of "humanitarian and moral considerations" and "the recognition of interdependence among nations."

Main form of support

Support for human resources development bases, anti-personnel mine clearance, Soft Component Support and clean energy), sector program grants for environment and social development, overseas students' grants, and grassroots projects grants; Long-term, low-interest financing is provided to Japanese corporations, including both those that themselves undertake development projects in developing countries and those that finance local corporations undertaking such projects.

General conditions

A revised structure was introduced in 2003 to highlight grass-roots cooperation, peacebuilding, cost performance, faster decision-making, and visibility. The Japanese Ministry of Foreign Affairs funds sustainable energy projects through its infrastructure and environment initiatives. There is no specific energy policy or budget, but economic development assistance supported five energy projects in 1997, totalling around US$19 million. Projects financed with economic development assistance are often backed up by technical support from JICA. JICA's Energy and Mining Development Study Division (EMDSD), supported by an annual budget of between US$15 and 20 million, typically finances feasibility studies concerning the implementation of environmentally sound technologies.
